On Nov. 1, 1964, the Boston Sunday Globe published an article discussing a political shift in the state of Vermont towards the Democratic Party. Phil Hoff held office from 1963 to 1969 and was the first Democrat to be elected Governor of Vermont in 108 years. During his time in office, he formed and chaired the Vermont Planning Council, which aimed to prioritize the state's natural resources.
